Kyiv had offered its counter-drone technology in good faith, seen the offer dismissed, watched the consequences unfold, and responded to the eventual request with speed and generosity. The deployment to Jordan and Gulf states was complete within 24 hours of the US reaching out.

The operational substance of Ukraine’s response matched the speed. Interceptor drones and trained specialists — the same capabilities that the August briefing had proposed — were deployed to the region. Ukrainian pilots, whose role Zelensky emphasized as essential to effective interception operations, are now working at American military installations in Jordan.

The contrast between the eight months of US inaction and the 24-hour Ukrainian response is a measure of the difference in institutional readiness between the two partners on this specific issue. Ukraine was prepared because it had been fighting the problem for years. The US was unprepared because it had chosen not to engage with the solution when it was offered.
